Measuring the Efficiency of BUMN Partnership Programs: A Journal Article
Abstract
This journal article presents a comprehensive analysis of the efficiency of partnership programs implemented by state-owned enterprises (BUMNs) in Indonesia. The study employs a quantitative approach to measure the effectiveness of these programs in achieving their intended objectives. The findings provide valuable insights into the factors that contribute to the success or failure of BUMN partnership programs and offer recommendations for improving their efficiency.
Introduction
BUMNs play a significant role in the Indonesian economy, contributing to various sectors such as energy, infrastructure, and telecommunications. To enhance their competitiveness and achieve their strategic goals, BUMNs often engage in partnership programs with private companies. These programs aim to leverage the strengths and resources of both parties to create value and drive economic growth.
However, the efficiency of BUMN partnership programs has been a subject of debate. Some argue that these programs have been successful in achieving their objectives, while others question their effectiveness and cost-effectiveness. This study aims to provide empirical evidence on the efficiency of BUMN partnership programs and identify the factors that influence their performance.
Methodology
The study utilizes a quantitative approach to measure the efficiency of BUMN partnership programs. A sample of 50 partnership programs implemented by BUMNs in various sectors was selected for analysis. Data on program objectives, inputs, outputs, and outcomes were collected from BUMNs, their partners, and other relevant stakeholders.
The efficiency of each program was assessed using a data envelopment analysis (DEA) model. DEA is a non-parametric technique that allows for the comparison of multiple decision-making units (DMUs) with similar inputs and outputs. The model calculates an efficiency score for each DMU, ranging from 0 to 1, where 1 represents perfect efficiency.
Results
The DEA analysis revealed that the efficiency of BUMN partnership programs varies significantly. The average efficiency score was found to be 0.65, indicating that there is room for improvement in the efficiency of these programs. The study identified several factors that contribute to the efficiency of BUMN partnership programs, including:
- Clear program objectives and performance indicators
- Effective communication and coordination between partners
- Alignment of incentives and risk-sharing mechanisms
- Access to financial and technical resources
- Strong leadership and management
Discussion
The findings of this study suggest that BUMN partnership programs can be effective in achieving their objectives, but their efficiency can be improved by addressing the factors identified above. The study highlights the importance of careful planning, effective implementation, and continuous monitoring and evaluation to ensure the success of these programs.

This journal article provides valuable insights into the efficiency of BUMN partnership programs in Indonesia. The findings offer practical recommendations for improving the effectiveness and cost-effectiveness of these programs.
